Valdosta Police Department’s extensive six-week investigation into alleged child sexual abuse cases originating in Valdosta has culminated in an arrest in Louisiana. On September 30, Louisiana authorities apprehended Raphael Burns, 40, of Tangipahoa Parish, Louisiana, on three dozen charges linked to the sexual abuse of two children. The arrest was carried out by the Tangipahoa Parish Sheriff’s Office, following warrants obtained by local police.
Burns faces a total of 36 criminal charges. These include six counts of rape, twelve counts of aggravated child molestation, six counts of child molestation, six counts of cruelty to children in the first degree, and six counts of sexual battery on a victim under the age of 16. Mr. Burns currently remains in jail in Tangipahoa Parish and is awaiting transfer back to Lowndes County, where he will be processed for these charges.
The complex investigation began on August 13. On this date, Valdosta Police Department detectives were first alerted to potential incidents of sexual abuse. According to a press release issued by Valdosta police after Burns' arrest, the alleged abuse occurred within the city of Valdosta between the years 2019 and 2023. Both victims involved in the case were under the age of 11 when the assaults reportedly took place, Valdosta police stated.
Over the subsequent six weeks, Valdosta Police Department detectives worked diligently to build the case. Their efforts involved close collaboration with other law enforcement agencies. These partners included departments in both Michigan and Louisiana, highlighting the multi-state nature of the investigation. Furthermore, the specialized support of Child Advocacy Centers from each involved department played a role in the comprehensive development of the case, which ultimately led to the charges filed against Burns last week.
Valdosta Police Chief Leslie Manahan acknowledged the bravery of the young victims and the cooperative effort that led to the arrest. Chief Manahan stated that the "young victims showed incredible strength and courage" by coming forward and speaking out against an individual they had trusted. She conveyed her hope that they would continue to utilize this strength in the challenges ahead. Chief Manahan further emphasized the significant teamwork between all participating agencies on this investigation, explaining that their combined efforts were crucial in ensuring accountability for the offender's actions. The Chief's remarks underscore the gravity of the case and the thoroughness of the multi-jurisdictional investigation that began with the initial report to Valdosta police.
